What is the best tool for recruiting top programmers?

I just read a question posted on one of those Q&A sites.  Someone asked what the best recruiting tool was and everyone replied that LinkedIn was it.  A few mentioned Facebook.  The founder of a recruiting tool startup said LinkedIn, that made me smile.  I can’t believe it.  If you are planning on building the next Facebook or LinkedIn then listen up.

The best tool these days is your browser. You can do a lot with a browser extension or two. Add your Skype plugin so you can make calls from within your browser, AutoPager so you can view more results on a page, and SortIQ’s Firefox plugin to keep track of and to manage who you are talking to and you will quickly be in the recruiting fast lane.

Recruiting isn’t about harvesting and farming, it is about talking to people. Ok, maybe for huge companies it is but for everyone else you have got to be proactive.  If you are sitting on your hands waiting for someone to apply for your job then you might as well give up now.  By the way, the same rule applies to sales.
